D’Leon Consulting Engineers (DLCE) is a civil engineering, program management, and construction management firm supporting delivery of some of the most complex transportation, aviation, and rail infrastructure programs in the country.
DLCE is actively growing its presence in Washington and the broader Pacific Northwest, bringing national-scale experience while investing in long-term local partnerships. In the region, DLCE is currently providing civil design services on TriMet’s TV Highway BRT, supporting WSDOT under the Rail, Freight, Ports GEC, delivering construction management and economic development services for the Port of Seattle’s South Concourse Expansion CMSS, and serving as a prime consultant on the Sound Transit Design MATOC.
Nationally, DLCE’s portfolio spans more than $27 billion in active infrastructure programs, with experience as both prime and subconsultant. This includes serving as Program Manager for LA Metro’s Games Support Services program, prime consultant on the LAWA Program Services MATOC supporting several projects at LAX, and key roles on the JFK AirTrain and North Cargo Program, Sacramento International Airport’s SMForward Program, the California High-Speed Rail, and numerous rail, BRT, active transportation, and aviation projects across California, Texas, Colorado, and New York.
This breadth allows DLCE to bring lessons learned at scale while remaining agile and highly responsive as a small business partner.
